Intellect: Increases your spell power which boosts your abilities throughput.
Mastery:Echo of Light - a % of your direct healing is repeated over 6 seconds. Very powerful throughput when it does not overheal. It ticks every 3 seconds, and is NOT affected by haste.
Critical Strike: Increases your chance to crit. Mastery can’t crit by itself, but since the healing is based entirely on the healing done by the spell that proc’ed it, the HoT will be stronger if the initial heal is a crit.
Versatility: Flat out increases damage and healing done, while decreasing damage taken.
Haste: increases casting speed, reduces the global cooldown and reduces the cooldown of Prayer of Mending and Circle of Healing.
Races
Throughput wise, the races are all really close and you will never be forever behind because one chose one race over another.
Goblin does, however, deserve a special shoutout due to their racial offering some much-appreciated mobility.
On the Alliance side, Void Elves have a decent mobility racial as well, and as such are the premier option.

I don't know why Flash Concentration was considered awkward option when the article appeared (maybe the buff was shorter than it's now). Power of this legendary is obvious.According to calculation, taking rotation: Serenity-Sanctify-CoH-PoM + flash (we cast flesh when the buff is only 3 sec left) + Heal as 'filler', we have 268 hps (calculated with pure spells coefficients and 0 secondary stats ratings).
If we take Harmonious Apparatus we have 302 with PoH filler or 204 with Renew filler or 206 with Heal filler. (296/195/198 accordingly without any legos).
PoH rotation gives more healing but you won't spam PoH constantly because it's inefficient by mana. Also Harmonious Apparatus doesn't give much increment for any rotation and it may make sense if we use quicker and more efficient Heals with Flash Concentration, sometimes switching to PoH spamming when necessary.
If we use Trial of Light we get even more hps with Flash Concentration making even pure spamming of Prayer of Healing much worse than spamming Heal.
We could boost Flash heal in BfA by using proper azerite powers and make it quite efficient and powerful (for 5ppl M+). But now if we don't boost Heal with Flash Concentration we are just not able to get proper healing.
Also, with this huge HPS we, as holy priests, can dedicate more time to dealing damage. All of this makes holy priests quite flexible because you are not tied to your cooldowns of damaging spells like discipline - every Smite deals decent damage (unlike Smite in discipline) comparable to cooldowned discipline spells and you can cast Smite at any time.
For raids though Flash Concentration is quite controversial. Healing is powerful but instant healing is quite large so it's hard to avoid overhealing (unless it's possible to assign healers to separate groups to avoid overlaps). Also, while Flash Concentration is really powerful and mana efficient option, mana expenses are very high (because of much lower casting time) comparing to the option with Harmonious Apparatus + Renew (or Heal) filler. Additionally Harmonious Apparatus gives more to reducing Salvation cooldown (though we might get even quicker Salvation cooldown when we use quicker Heals with Flash Concentration).
